Replacement Sim

Hi I lost my phone a few days ago along with my sim. I got a new phone and ordered a replacment sim which has arrived but there is no signal for me to activate it or receive texts. Because of that I cant sign into google because my email is linked to the replacement sim number but the sim isn't activated, can i not use this sim/number anymore?

Thanks for coming to the community. 

The SIM may need registered for you for this to work, if you can get in touch with our mobile guides from any other phone on 07953 966 150 they can get this checked for you. 

Once this has been checked for you and registered if needed, you will be able to receive the texts that you need for Google account.

I'm having the same problem but I can't call if there is no network
