It sounds like your account has entered hibernation because it hasn't been used for a while.

Are you on pay as you go or contract?
If on pay as you go, when did you receive your SIM card, have you activated it and used it at all in the past?
I take it you are in the UK, as they first have to be activated and used here.
We do need more information in order to help you.
Did you port your number from another network?

Dear Sir/Madam,
I am writing to request for registration my sim number.
This is Yeganeh ******, I bought this SIM card with the number
from Tesco.
I have it since 4 October 2022 and I gave this number to Home Office and
bank and all offices and schools, etc.
Considering that I am new to the UK, I didn't know that I had to register
the line under my own name.
The last time I was contacted was on April 17. I found out that my line was
disconnected, so due to the sensitivity of my situation in the Home Office,
please register it in my name and connect it.

Registration is not the problem. You don't need to register a SIM in order to use it.
Sounds like your PAYG SIM has gone into hibernation.
When did you last use it for a chargeable action? EE PAYG SIMs are deactivated after 6 months of non-chargeable use. You then have a further 3 months to call EE to reactivate it before it is lost completely.
You needed to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.
