Getting PAC code

My mum has a mobile still on her ex-partner's account and wants to port it off to her own contract (on some other network) so they just called 150 to get a PAC code. 1 hour later and apparently being told at one point by an operator "I do not understand", "I do not know what a PAC code is", they gave up. I'm not going to get started on the level of bull**** being used to avoid terminating a contract.

Is there a department they can write a letter to request a PAC code so we can avoid lies and deception?  I do not want them to have to call again to waste even more of their time.

Was the account holder with you when you called? They'll need to authorise the PAC request.

Is there a way to get a PAC code without having to go through multiple levels of 'are you absolutely definitely positively sure that you want it'?

I tried texting PAC but you can only do that on the main phone on the account.
