ESim upgrade issues

My partner was on a sim only plan with upgrade available, she bought a new phone separately with the plan of changing the SIM only contract she is on to a different plan to go with the new phone. She switched the esim from her old one to her new one 2 days ago, and following this the option to upgrade has disappeared in the app and the website says she can't upgrade right now when she definitely can, any ideas when this should be available again? Live chat have been no help
