Confused on 20% off sim only offer

Awesome I am an existing customer I have a sim only contract and while logged in it says save up to 20% on a new plan. I also have a ee payg sim so was thinking I might upgrade that to a pay monthly sim. 

 

Hmmm then it says am not eligible for a second line ? (Quite judgmental in my opinion) so it offered live chat. I clicked that snd low and behold I get a message to the effect of we can't talk to you about that .

Why offer something in my account then make it so difficult to actually get anywhere with these offers. The little I did get made payg seem a far better deal to be honest.

@kcurrie65   It’s an offer that’s comes up on all accounts it’s not directly directed at you, while you can request to have that offer it doesn’t mean EE has to accept that request and give you a 2nd line.

If its smart enough to know I am a new customer and deny the offer then it should be smart enough to not offer the offer is that no what computers are meant to do ?

When I go to look at the sim only plans it said I am not eligible. Yet EE are quite happy to let me have another payg sim. It was a payg sim I already have I was looking to move to pay monthly. But it appears as I already have a pay monthly sim the system takes a strop
