Can I use a normal phone sim in a router.

I’m looking at the 125GB 24 month plan for £31 with 1 smart benefit included.
can I put this in a mobile router?
im wanting to use it for iPads and laptops etc and my local EE shop says it’s a phone sim and wont work in a router.

On slightly side line would mobile router be any better than just using a spare phone as hotspot only?
