Was the SIM card pay as you go or pay monthly?
When was the last time the SIM card was used?

Did you receive a monthly bill for the phone? This would suggest a pay-monthly contract if so, and the only reason for the SIM being suspended would be non-payment of bills.
If you just had a PAYG phone which you topped up as & when, and/or had a monthly add-on, then your SIM may well have been suspended under the hibernation policy for non-usage. Calling CS to request reactivation is the only solution in this scenario.
