I have a full works plan but have been unable to make outgoing calls in Australia (included in zone 1 roaming). I have data, have been able to send and receive texts, search online using data but when attempting to call 150 or any other calls, there is no dialling tone before it cuts off as ‘call failed’.

Hi Ali, having the same issue here. I have the full works plan, have arrived in Australia for the first time and cannot seem to make outgoing calls.
Mobile data works fine, I can still receive and send texts, I have 4 bars of 4G/5G, but when I attempting to call any number it does not produce a dialling tone, the a long pause before stating “call failed”. I cannot even ring 150 for tech support.
I have tried manually switching between network providers, resetting my phone (iPhone) but nothing is working.

Have you been able to make calls abroad previously? Whether on this trip or a previous one?
I suspect this is a VoLTE issue with the Aussie networks, but there's 2 bits you don't seem to have ruled out first.
1: Can you manually search for alternative local networks, connect to each in turn and check whether the symptoms are the same.
2: Can you try calling an in-country (Australian) number, and also an international (back to UK) number - is the problem identical? This rules out an international call-bar issue... also why I asked about making calls in my second paragraph.

Please perform a manual Network selection to see if you have Telstra in the list.
If so can you connect to it and make calls?

Yes Telstra has been selected but the same problem is still persisting.
I am unable to call 150, and the same issue occurs when attempting to call local Australian numbers (+61 prefix).
