i did not do any chargeable action since i purchase it, i activated my sim
in the month of may, don't exactly know the date.

Well, that's only about 3-4 months. So it shouldn't have gone into hibernation.

Where did you buy it? How did you go about activating it?

Had you used that PAYG SIM for making calls or texts in UK before going abroad? To be used abroad EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.

i purchased it via a local vendor, i just put sim my phone sim slot and
started using it. i never been in abroad. i purchased it in Pakistan and
used in Pakistan from the day first.

How did you use it when you never topped it up? You can't have made calls or texts.

So you can't use now unless you take it to UK.

Why buy a foreign SIM to use in a foreign country?

The SIM would need to be used in the UK before you'd be able to get roaming services as has been mentioned above @osamasarwar.

An EE SIM is meant to be used in the UK primarily, with occasional roaming use if needed, not to be permanently used abroad.

If the SIM has not been connected to the EE network in the UK, it will have service but you'll not be able to send or receive texts. WhatsApp will work as it is a 3rd party app and just needs a mobile data or WiFi connection to work.
