Unable to make calls from Portugal

I am aware a number of EE users in portugal have had an issue making calls after the power outage 5 days ago. My wife and I still cannot make calls (including WiFi calls)

How do we fix?

i will try Wi Fi calls - if that works i can at least make my important
phone calls in a cafee where they have internet

Just be clear what "WiFi-calls" means.

WiFi-calling is a coverage enhancement intended for use in the UK where there is little or no indoor mobile coverage. You dial & receive calls entirely as normal via your phone's call dialler, and those calls still use EE's core network in the same way as mobile-based calls. They are charged the same way, and although not supported abroad, it can often work.

It is categorically not the same as app-based "calls" which some people often get confused. These only work between users of the app in question, and just use an internet-connection to connect to the app in question - in exactly the same way as any other internet-based function.

Also in Portugal, Mine and Wife’s phones exactly the same and have tried all that others suggested.
Have been receiving several messages a day from EE that we have answerphone messages, that we are unable to access.

We rang  each others phone numbers and the calls went straight to answerphone.  Turned the answerphones off and tried again and the message displays that our phones are busy/ in use.

UPDATE: One of our phones is now making calls. We'd stopped changing settings a few days ago so seems that something has been fixed by EE or in Portugal for one of our phones. The other still does not make calls and cannot receive calls from the other phone.  All very weird.
