Roaming charged twice

Yesterday I subscribed to the roaming abroad pass at £25 per month after I was initially charged the daily roaming charge after I switched my phone on in norway but it seems that today I've been charged another daily charge despite my monthly charge supposedly being for the same thing. Why am I being charged twice?
