I have SIM only paid monthly. billed 15th of the month.
I am going to USA during September for 3 weeks.
If i pay £25 for the Roam Abroad Pass from today or tomorrow will they only charge me once for September?

No, you'll be charged pro-rata until the 14th (£10.83 for 13 days)+ £25 for the rest of your trip = £35.83 total.

The pass is charged per billing month, not calendar month.
From date of activation until your following bill cycle, you are charged pro-rata. From that point on, the pass remains active for complete billing months until you remove it.
For example, you mention your bill date being the 15th. If you activate it today, you'll be charged pro-rata from 02/09 > 14/09. Then for each billing month you retain the pass you will be charged a complete £25
Whenever you remove the pass, it remains active until the day before the next bill is produced - at that point it's removed and charges stop.

the actual charging details. It will now cost me over £38. I switched on
today but font need it until 4th.
I will be changing from EE when my contract is up.
It means you have to organise your holidays around your bill date.
