I have text 150 number to get my roameu7d package but message won’t deliver

EE is a UK network and only provides coverage in the UK.

If you're abroad, then you are reliant on local networks in those countries.

For the benefit of others coming here seeking help, can you advise what you did to resolve?

I was on my friends wi-fi so I came off that - then I was able to purchase my roaming deal

To receive the welcome text message normally means you have roaming enabled in order to have foreign network access. Roaming passes need to be purchased via a mobile data connection, not any WiFi.
