Did you activate roaming access before travelling abroad? You can check this in your EE app.
You can also add roaming pass through the EE app too. Alternatively, you can access the EE add-on page from your phone.
We've not blocked calls to UK or Iran, so that may be down to your Spend Cap. You can find out more at Manage your Spend Cap | EE
If you don't have Roaming access added on your line, you'll need to call Customer Service form a different phone while in Spain where a guide will be able to add it for you.
