I am in France and can’t make calls within France . I have paid for roaming . Why can’t I connect to local network . My husband is with ID mobile and has jonissues

@Margy6 You purchased an add on to keep costs down you didn’t enable roaming. You enable roaming by texting ROAMING to 150 before you leave the UK. You could try using live chat via the EE app under help to request roaming be enabled on your account.

I won’t be re registering with EE when my 2 years is up. They make it very difficult to navigate !
my husband is with ID mobile and doesn’t have to pay for roaming in Europe and none of this hassle !

Enabling the free roaming facility is a one-time only process - once done, that's it.
Some of EE's plans include roaming within Europe and beyond... ID Mobile is a piggyback operator, these tend to focus on the bargain-basement sector and have drawbacks elsewhere.

What you understand by "roaming" may be the issue here.
Roaming means using your phone on foreign networks, thus you need roaming permissions enabling at network/SIM-level to allow your phone to connect to those networks and enable service abroad. That is a one-off process, but is usually opt-in rather than opt-out.
Within the EU, EE's roaming is offered on a flat-rate basis. Rather than paying per-minute for calls or per-text for messaging, you pay a single daily/weekly/12day fee which enables access to all your UK allowances - many users refer to this as "free" or "inclusive" roaming. This is the cost to actually use your phone abroad for calls, texts & mobile data.
Thus is your phone cannot connect to a foreign network despite manually trying multiple ones (have you? You've not said and it's not been suggested), that suggests the free roaming facility is not enabled on your SIM - which would require contact with EE-CS to rectify... assuming you're on pay-monthly.
