I was surprised to find from my EE bill that Guernsey is treated as a foreign country, both for calls to the island and for roaming charges when you are there. The landline numbers on Guernsey seem to be part of the UK national numbering scheme, which caused the confusion.

Yes, that is true for both the C.Is. & the IoM. They are outside UK but part of EE's European Zone.

The Channel Islands also have UK-style postcodes, but unfortunately this doesn't make them part of the UK regulatory environment.
Their postal & telecoms services operate independently of the UK.
