Data roaming with EE dongle

Currently in Portugal using EE device, a dongle so no method of texting 150 from the device.

How to activate Internet access? We used an EE dongle last year with no issues

You should get a text on arrival offering you roaming plans. Most mobile routers allow you you to reply to received SMS. Look for its SMS section.
