Charges for ringing Dubai

Hello just rang somebody from UK, but forgot they were in Dubai.  Their voicemail answered, so I hung up, still not knowing at this point that that was where they were.  As I am on EE and rang them as if they were in the UK, and their voicemail answered, will I be charged for an International call despite not knowing they had left the country ? They have an apple phone, and are not with EE, but are with another UK provider.  I've tried to get an answer on internet but get conflicting replies. This shouldn't be a big deal anyhow but its annoying just not knowing. Also would it cost them anything in Dubai ? Probably not if they had roaming enabled, but any help would be appreciated, thanks.

A basic principle of UK telecoms is that you pay for the number you have dialled, regardless of where the call terminates.

If you're in the UK and calling another UK mobile, then that is what you are charged for. It is the other user who is roaming, not you - thus they are responsible for the incoming international leg of any calls.

Ok thank you for that.  I wasn't exactly losing sleep over it, but I did want to know, so thanks again.
