Hi EE community,
I am supposed to be able to use my UK allowance in Singapore, data is working well but I have not been able to make any UK calls or local calls and I use the +44 and +65 prefixes but no luck.

Did you receive a Welcome text upon arrival?
Are you on contract or PAYG? Had you used that SIM for making calls or texts in UK before leaving to go abroad?
If you are on contract, did you activate roaming on your EE a/c before leaving UK by texting ROAMING to 150? Having a roaming billing add-on doesn't of itself activate roaming on your a/c. Having roaming activated on your EE a/c, not just on your device, is crucial to using your contract SIM abroad.
Often just rebooting the phone is the simple remedy. Also try selecting a network manually rather than auto.
Otherwise if you are on contract you need to call CS to get your roaming activated. Try calling CS on the Freephone no. in my sig. using a web-calling app over WiFi.

Assuming that you are definitely using the mobile network when "data is working well" and not using WiFi, then your roaming is already setup and two questions are pertinent.
1: As mentioned by Xrayspex, have you tried manually swapping between local networks? Are the symptoms the same?
2: Can you send & receive text messages? Further evidence of roaming being active.

I have roaming set up on my phone and by ee before leaving the UK and I have manually selected all networks but still unable to make any calls or even call 150.
it’s frustrating to not have any means to contact ee customer care about this while away.
i received welcome text on arrival and have switched phone off, reset network settings, all still without any luck.

Thanks for giving all of those steps a try too, it's definitely odd that this wouldn't be working when you received a landing message and seem to be otherwise connected without issue.
What model of phone are you using at the moment, and do you know if you're able to receive calls?

I’m using iPhone 12pro.
i have not received any calls so i am guessing that is because its not allowing incoming also as i am unable to make outgoing calls

Thanks @Dtoon, can you please try disabling 5G and see if this makes any difference?
You can find this by going to Settings > Mobile Service > Mobile Data options > Voice & Data, then switch this to '4G Only'.

I found a way to call ee customer care from another phone, turns out they had a voice block on my phone.
