@UKC- Try dialing 150, listen to the lady's voice, navigate to the, 'activate a voucher', then input the 16 digit number, it should activate.
I experienced some thing similar recently, not sure why the system did not like the SMS method;odd!

yes, on dialing 150, instructed to dial 03333442278 for support. But nobody available on this number 03333442278 .

these are old sims. Still looking for support to topup PIN voucher.
There are 11 SIMS for which we have made purchase but unable to topup for none of them.
