I have a registered top-up card, I wanted to top up but my debit card from a bank in Poland is rejected.

Rejected by whom? By the shops you take your Top-up card to to top-up?

I wanted to top up via my EE give me a debit card number from Poland is international and rejects my payment.
Earlier, I used the same card to pay in a stationary EE store.

Topping up via your MyEE isn't using your Top-up card. As it worked previously take your Top-up card & pay for a  top-up with your Polish debit card at a store displaying the untitled.png logo:
