I have a pay as you go phone, which has always had voicemeial, but this sudeenly seems to have disappeared. Is this an EE decision to stop it, or has something else been changed that I've missed?

That suggests your voicemail is still working, but your diverts are the issue. Try texting VM ON to 150, this may reset it.
Otherwise check you are trying to set a divert to the correct VM number : +447953222222

What do you mean by voicemail disappearing?
What happens when you call voicemail either on speed-dial 1, or calling 222?

When i call it plays me the personal greeting I have saved, but if I call the number from another phone it won't divert to voicemails. When I go to settings /call divert and try to activate it says Request Not Completed.
