Hello, I bought an 8GB SIM card plus 500 minutes and unlimited texts. So there's no subscription, no out-of-bundle charges or other fees?

You have a Content Lock in place which restricts access to 18+ sites. You can find out more on our Content Lock | Parental Control | EE page

You'll need to remove the Content Lock to access 18+.
For Pay as you go you need to call EE on 150 with a credit card handy to verify your age. Alternatively you can visit any EE store with some photo ID where they will be able to disable your Content Lock for you.

So if I send one message per year, for example, will that keep the account? How can I reactivate it if necessary? Will I be notified?

No obligation to deactivate it? Why do I need my bank card to deactivate it?

1 msg per year won't keep it out of hibernation. It needs to be a msg with every 179 days (~6 months) to keep it live & that msg needs to paid for out of your credit.

It is not possible to have any out-of-package charges if you don't top up your PAYG credit. But you would need to just for keeping it live. So it'll be down to your timing when you top it up.

If I want to deactivate my SIM, do I have to call? Or if I don't use it for 179 days, it will automatically deactivate.

Why deactivate it? Just stop using it.

parental controls must be disabled? Why put a bank card in, it's not free? So if I want to stop using it, there's no obligation to notify me, it will happen automatically?

@To23 , you need to have a credit card to pay a refundable amount, to to disable parental control on your account so that you can watch adult content  etc.

We use a bank card for age verification as this owning and holding a Credit Card will confirm you are over 18 years of age. 

There is no cost to remove or amend the Content Lock.
