Register Debit Card

I cannot see how to register a new card. All the posts showing how it is done via the Mobile route does not show me how to register a card. I have removed the old OODate card because it did not allow me to edit it via the Edit button. This is a bit crazy really!

Advice appreciated. Thanks.
