Pay monthly sim

Hi I purchased a pay monthly sim from EE it’s not arrived yet I want to cancel it as I no longer need the sim as for a better deal somewhere else how do o Cancel a sim and do they charge u for cancelling in the first 14 days I’ve tired to call EE but my mobile has ran out of credit so won’t let me ring how do I return a sim again it’s not come yet
