Paid £18 to order a PAYG Sim

Ordered a payg sim with a 30 day rolling plan with no contract. Paid £18, got my sim card. Should have x amount of data with unlimited texts and calls. My app shows my data but says standard charges for texts and calls. Why do i have to top up again if i was already charged £18

 could it possibly have something to do with my number being transferred from 02? I shall wait for that to go through and see what happens! Thank you for a quick response
