Mobile data not working

Please help. I paid £5 pound top up and am on 4 GB of data but I can never use the internet on mobile data I can only use the phone call. On safari the blue bar shows up to say it’s loading but it never loads. My data usage is low I think because I don’t have many apps/ utilities on my phone (iPhone XR by the way) and have never been able to connect to the internet apart from a time I had unlimited data. What could be wrong?
