I was charged twice for £15 top up amount how do I get a refund. Can I use my top up amount to purchase a SIM card at the store

You'll need to contact CS to get this corrected. You can't spend your PAYG credit on stuff.

You might be able to call CS on the Freephone no. in my sig. on Skype over WiFi. It should be free but EE may charge you as you're on PAYG..
