Can I active the "PAYG 4GEE WiFi Mini 2020 Includes Data" in other EU land?

I live in Germany, I have bought a "EE PAYG 4GEE WiFi Mini 2020 Includes 60GB of Data" from amazon.uk (https://www.amazon.co.uk/gp/product/B09BFZF9LV/ref=ask_ql_qh_dp_hza), for my next trip to England.
But can I activate it in Germany? I am struggling with the activation, the "add-on.ee.co.uk" page always gives me an error (Please turn off your WiFi). I can receive the voice mail, but I can not use it to access the internet. Do I need first active the included 60 GB data? If yes, can I do it in Germany?

Amazon UK & others sell these things to be used at least initially in the UK. EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.
I don't understand how you can receive a VM on a mobile router.

Great, thx. I l try to active it when I m in UK.
I v tested to insert the SIM card directly to my Phone to test the connection, and send the VM via another Phone.

@XRaySpeX thanks a lot for your help, the "EE PAYG 4GEE WiFi Mini 2020 Includes 60GB of Data" has been activated and works great after I landed in UK. As the Pre-Paid Data / SIM is limited in 2 Months, maybe do you know if I can renewal or change to Subscription plan with the same Pre-paid SIM after 2 months or I need to buy a new SIM card? Thanks in advance.

When you run out of data it will auto redirect you to http://add-on.ee.co.uk/purchase to buy some more.
