ordered upgrade not arrived

I ordered an upgrade on 13/4/23, received confirmation email saying likely 48hr delivery. Nothing since! no text or email update Tried the order tracker which says it cant be used just now. Tried phoning and get the same automated non answer that a text will be sent on the day of delivery. Not good enough. 

Any help/answers would be appreciated.
