I received a SIM card on the 15th July after finding the SIM was not what I needed I contacted EE on the 17 July and cancelled my contract well within the 14 day period. The contract was cancelled this morning but the account says that I have a final of £31 which is due on the 23 July. Is this correct

Welcome to the community.
Do you know the date that it was cancelled? It's possible that it was cancelled just after the bill was produced. It will all balance out and you'll be refunded for anything that you've paid for past the disconnection date.
