Why can’t I join/purchase as a new customer without a EE. Number, I haven’t got one that’s why I want to join and purchase a contract

Logout of (or don't login to) your MyEE before going to the EE Shop to buy an EE mobile phone or SIM contract. It expects you to already have an EE mobile phone or SIM contract.
As for the tablet, You cannot order a tablet online unless you already have a mobile phone or SIM contract from EE. You are expected to pay for it along with your existing EE mobile plan.
So buy the phone 1st.

I’ve tried that with the phone but it then sends me to a page asking me for the EE number

Yes, sometimes it auto logs me in and sometimes it asks me to log in after I chose the phone

It does that sometimes, flicking between Login & Logout. Try again later. It works for me.
