I have just applied for a mobile contract paid the upfront cost and not recieves an email

Hi @Kayleighkenny,

The pending payment won't be completed in this scenario so any funds earmarked for the payment will be returned to your balance by your bank.

Yes but been declined what will happen about the upfront costs I paid

Is the payment showing as pending or completed in your banking app?
