The item that I purchased online, almost 3 weeks ago, is saying that it has been delivered, when in fact, it has not. It says it was delivered 2 days ago, and when I try to track the order, it is saying “Sorry this service isn’t working right now”

Welcome to the community.
The DPD tracking will often have a photo, so it is worth checking to see if there is one there and if it is somewhere you recognise in case it has gone to a neighbour.
If you aren't able to locate it, give our customer service guides a call and they can get this looked into further for you.

Alternatively give EE CS a call on 150.
