Are you in the UK.
Can you call them without a problem.

Hi I am with monthly contract in the UK, i can call them and send/receive msg, i am in android 9 , can't update to latest because LG abandoned mobile service. After I restart the phone, it seems works. It happened yesterday, I restarted the phone, now today, again, hope I don't need to do it again and again.

Check the network status checker for issues locally.

If it works when you restart then there maybe an issue with the device. Can you try another device.

If you can make outgoing calls, this is unlikely to be a purely coverage issue.
If you use the manual network options on your phone to force 2G/3G instead of 4G, does this make any difference to the symptoms?
