I've had this exact same issue- out of the blue last week. I can't connect to my mum's mobile number but she phone me and other people can phone her. I get the same message that "you have dialled an incorrect number". So far EE can't seem to find the issue. My mum's phone has been checked and is fine. I have a Samsung S23.

Have you tried deleting her number and calling when the number is not saved?
Can you send texts to your Mum?

Yes I did that. Even manually dialling the number after contact deletion and using the 141 prefix did not help. SMS messages are also blocked. I have found that other members of my family (also on EE network) get the same error message when dialling my mum's number (which is on Talk mobile).
I wonder whether the issue may be between EE and Talk Mobile in recognising a newly ported telephone number.

Has your Mum reported this to her network provider to get the port looked into and make sure this has fully completed?

We haven't done that yet. EE opened a tech support ticket request yesterday and that may include liaising with my mum's network provider.
