I would like to transfer my number to the second SIM card. Namely, I do not want to pay 14 pounds a month I would like to have a SIM card service with a payment of £ 10. I am not interested in any other, but I want to keep my old number and go to the payment plan £ 10 a month. What do you mean by "the second SIM card"? Are you on pay-monthly or PAYG?
Reading between the lines of your post, I suspect you're on pay-monthly with a £14/month plan and have bought a new line with a £10/month plan? If so, that new line comes with a new number and EE won't transfer your existing number across to it.
Feel free to clarify any details about your circumstances.

Porting nos. is only done between networks, not within the same network.
If that 2nd SIM is a PAYG, you can just ask CS to transfer your no. to it after giving 30 days notice to cancel your contract SIM. If you are still within your min term you will be liable to pay early termination fees for the rest of the term. It will basically be months left x monthly charge - 4%.
If that 2nd SIM is on contract, you need to 1st port your existing no. to another network's PAYG using a PAC from EE & then in reverse port it back to your new contract. This will again also have the effect of cancelling your old contract.
