Sorry to revive this chat but I am new to EE and has been experiencing this same issue. I am inable to ring my friend's Vodafone number. I get the message: "you've dialed an incorrect number". Vodafone can't seem to pinpoint the issue and says their end seem fine.

This would definitely need to be looked at by our technical team, have you had a chance to speak to them on 150 yet?

So the problem kinda seems to be with the other phone provider and not exactly EE. Although the real issue is a corrupted database while porting the phone details from another provider. I was told there is an article on OFCOM that relates to this.
