@Vilmantas   You’ll need a new sim if it’s not been used for 9 months, this will mean a new number.

if numbers are not used for considerable amount of time they are deemed to be out of action and no longer being used. There isn’t an infant amount of phone numbers so they have to be recycled. Your number has gone for good. 

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.

He hasn't used it for 9 months and hasn't done anything extra. Since
January 24, I can't recharge and use the Internet. What should I do? Buy a
new sim card?

Are you referring to a pay as you go SIM that has gone into hibernation?
