roaming not working in Europe

My daughter is travelling through France and Spain but her I phone will not connect to any networks, she has tried all the tips found online but no luck, I enabled the roaming package for her number

Any help please

Did your daughter activate roaming by texting ROAMING to 150 before leaving the UK?

Purchasing a pack does not automatically activate this.

It appears she didn't do that, is it something i can do here in the UK or is it something not possible now?
