Are you on pay as you go or contract?
If on pay as you go, have you made sure that you have enough credit on your account? Most places have free wifi as far as I am aware.
If on contract, did you make sure that you have roaming, call abroad and premium calls enabled?
Have you done a manual search if automatic is not working, there is more than one network in Germany?
