my new phone will not make/receive any calls

@scorcher1  I have you put  the Sim card in it ?  Have you tried restarting the device a few times.    SIM cards can take up to 24 hours to activate 

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.

its our old simms in a new phone but neither are working .

done all the reset stuff transfered all the info over etc just can't make or receive calls ! we were told that we wouldn't need to do any thing as its our old sim just switch them over !

Was it an upgrade your processed?

If you put your old EE SIMs back into your old device do these work?

no tried putting them back in the old phones and the problem was the same. No calls. yes it was an upgrade from sim free to contract.
