X-Box One S Internet Access Via Mobile Hotspot

Why is it that an X-Box One S cannot connect to the homepage using mobile hot-spot? I wish Microsoft and mobile providers would have said this.

Do you get an error message if you try and connect to the homepage? 

Does the Xbox show connected to the mobile hotspot?
