Why did my phone not give me free data roaming in Estonia?

I was recently in Estonia for 9 days. As I understand my monthly renewable pack is supposed to give me data roaming throughout the EU. Last year in Spain and Portugal I had it, though it was patchy. This year in Estonia it did not work at all. 😞

@RichardLangfor : Since mid-Oct '23 roaming on PAYG is not free.
On PAYG there are charges for using your pack allowances in the EU of either £2.50 / day or £10 / week, to be taken only from your PAYG credit, not your recurring card payment. If you opt for neither or you don't have an active pack, you will be paying standard rates for calls & texts & need to buy a PAYG add-on for data.
To phone EE CS: Dial Freephone +44 800 079 8586 - Option 1 for Mobile Phone & Mobile Broadband or Option 2 for Home Broadband & Home Phone
ISPs: 1999: Freeserve 48K Dial-Up > 2005: Wanadoo 1 Meg BB > 2007: Orange 2 Meg BB > 2008: Orange 8 Meg LLU > 2010: Orange 16 Meg LLU > 2011: Orange 20 Meg WBC > 2014: EE 20 Meg WBC > 2020: EE 40 Meg FTTC > 2022:EE 80 Meg FTTC SoGEA > 2025 EE 150 Meg FTTP
