Why can't I sent a text when I receive a popup message that this will cause charge on my mobile account when I get free texts on my tariff but my message is not being delivered

Well the text no is to PayPal and it a 5 numbers and it starts with 67 and I am pay as you go with EE so like you said earlier that it depends on provider and some times they are not free so think you have answered question earlier
