On a Sim only plan - paying £22 a month for 100gb data and using 60gb - asked to reduce it - was offered 200gb for £25?? Asked for something less - cant do it only have 25gb or 200gb???
Asked to upgrade my Sim to 5g - ordered yesterday - 23:30 today - no service **bleep**!!!!!

Once you start a Pay Monthly Contract you are obviously committed to that Term, so unfortunately you cannot change your Monthly Commitment to a lesser amount, although you can upgrade to a Higher contract value, this is probably why you've been offered double data allowance for another £3 a month on your existing Contract, which is a cheap upgrade TBH.

I'm out of contract ...
I asked to reduce spend not increase so why offer to charge me more for data I was already told I don't use? Maybe customer service reps should listen ...
But then again they did manage to leave me with no service at all so perhaps having ears is too much to ask

Well, if your out of Contract, you didn't mention that by the way, then you are free to change your Plan to any new Plan of your choice.
Just a suggestion, but if it was me, I would do some homework on what new Plans are available then give CS a quick call and steer them with your ideas and ask what options are available to you as an existing Customer.

I had some sympathy with your situation until I read the tone of your posts, which are just unnecessary curt.
For the data package you have at 100GB for £22 you are already paying way below equivalent SIM only packages for that price. This means either you have a discount or you are on a legacy tariff. As you were offered a higher tariff then that implies it's a legacy tariff and new tariff would cost you more as that is the closest equivalent EE offer.
As @EssexBoyEE says you should do some research before calling.
