I plan to take out a Roaming Pass for the US. EE say that "allows you to use your standard minutes, text and data plan allowances while abroad.......... just as you would in the UK. But what exactly does that mean? Can I call a UK number from the US within my UK allowances? Can I call a US number from the US within my UK allowances? Is there a charge to receive a call from the UK? Is there a charge to receive a call from the US?

Understood as far a US is concerned. I've also been looking for a future trip to Italy. As I understand it, with Roaming activated, for my Pay Monthly account to use my UK allowances I have to pay £2 per day of use or get a Roam Abroad pass for £10 for a month., whereas, surprisingly, for my wife's PAYG the calls within EU and to UK are within her allowance without any extra charge. Or have I misunderstood?

That is correct!
