Hi,
I have a same problem. I use Pay monthly sim from EE, and travelled to India from UK a couple of days ago. Before travelling, I enabled Roaming and set the spend cap and also enabled the roaming on my device. I can use data services, however I cannot use the voice calls. It says, outgoing calls are not allowed when trying to call. Also I am not getting incoming calls. I tried to have a conversation with customer support through chat available, but they could not resolve the issue and they want me to call customer care. My main problem is that I am able to make any calls, how can I call customer care. I tried several times also to call customer care on 150 and +44 7953 966 150 but I am not able to call. Can you please help address this situation for me please.

Welcome to the Community.
Have you tried manually logging onto different networks in the area? This would rule out any local network issues.
If you still have the same problem on different networks you have logged onto, it may point to having an "international voice bar" still activated on your line.
We don't have access to account here on the Community, so you would need to call Customer Service from another phone.
If you don't have access to another phone, you could try a VoIP service, such as Skype through your phone to make the call to Customer Service, where a guide can check your settings and restrictions.

@aneefk : Try calling CS on the Freephone no. in my sig. on Skype over WiFi. It should be free.
