Ive just had the same problem but resolved it….somehow!

It might be something to do with RCS messages/chat.

Try opening MESSAGES, then tap the person icon on the right of the coloured bar to open the account.

Tap MESSAGE SETTINGS,

RCS chats

Go down to AUTOMATICALLY RESEND AS A TEXT (SMS/MMS) and turn it on.

This switches from RCS chats if a message can’t be sent.

This seemed to sort it for me.

Hey I am experiencing the same issue. I am able to receive but not transmit. Done also closing phone down and rebooting. This issue only arose today. I use an iPhone 14

I had a different experience.

My text had been several sentences. When I cut them down to just a one sentence reply. This was suggesting to me that ee had maybe put a threshold character count on how much content you could apply in one text message.

EE do not limit the max characters of text messages, however some phones do break them down (usually 160 characters max). If it goes over this then it can be sent as two texts and this will count as two texts from your allowance. Sometimes, phones will convert longer texts into MMS messages and this can result in charges on your account.

How long was the text you were trying to send and what phone do you have?

Having now seen your message that might be an added issue. My wife and I are on the same network and contract. Texting between us tested out OK immediately. But it was 3rd party people on other phones and networks that appeared to lending itself to me only being able to reply with a certain smaller amount of text to reply.

Using iPhone 14 and am aware of the character count and how it should split this. But didn't really check the count exactly when I then got my reply message to go. But it probably fell inside the 160 count. Maybe the issue is ee trying to handle the roll over to needing a second text transmission to complete the messaging process. I shall also do what someone else said here and shutdown and reboot the phone a few times to see if it does clear the issue.
