I can’t call or text from any EU country only use my data to use what’s app, I’m paying for an add on to use all my texts and mins but I just can’t call. All my numbers have the country code and everything is setup as I have been told from ee, this is my third trip and I’m at breaking point as I’m trying to work while away and it’s not helping in the slightest

Irrespective of billing add-ons, does your phone show service indicators of a local network?
Your symptoms are describing a phone that doesn't have "international roaming" or "call abroad & premium rate" facilities enabled.

Yeah I am connected to a service, with automatic roaming selected, I can use data and call text through what’s app however this connection is not always great. My add on is £20 pm to use my mins, texts, and data abroad. I can’t even call or text my partner who is here with me and on the same plan, this is the text I got when I landed;
Hi from EE. While you're in Spain thanks to your Roaming Pass you can use your plan minutes, texts and data allowances at no extra cost. Visit businesssupport.ee.co.uk/roaminginfo for more information.
Calls to countries outside the EU (not including the UK) are £1.13 per min and texts 47p each. Other charges are the same as when you're in the UK.
For the best network coverage your handset must automatically select a network. To do this, choose your phone from: http://ee.co.uk/help/phones-and-device next select 'Connectivity' then 'Selecting Network'.
Call +447953966250 for Customer Services & 112 in case of emergency. Have a good trip!

Apps such as WhatsApp & Messenger don't "call" or "text", they just use data over any available connection. Calls & texts are those sent & dialled directly.
However - if you've received the welcome text & can use mobile data, that suggests you are connected to a foreign network.
All of which points at your "call abroad & premium rate" facility not being enabled.
